Position Summary

The Director of Field Operations will provide daily supervision of Animal Control Officers. This employee will hire, discipline, budget, disseminate pertinent information, and train personnel on the Animal Control team.

Essential Job Functions

  • Hire, train, promote, supervise, discipline, and terminate employment of Animal Control Officers (ACO) and the Field Investigator.
  • Ensure designated service area assignments in the field are staffed to handle calls for service from the public.
  • Prepare work schedules for ACOs and the Field Investigator.
  • Resolve disputes and improve cooperation between managers and employees.
  • Motivate personnel through proper supervision and training to meet and exceed standards.
  • Investigate all accident reports of ACOs.
  • Assure that all NHS procedures are carried out properly.
  • Perform duties of an ACO as necessary.
  • Advise public and employees of provisions and applications of humane laws.
  • Educate the public on Animal Control ordinances.
  • Perform humane euthanasia, as required.
  • Investigate all public complaints and concerns about the field department.
  • Review and evaluate job performance of ACOs.
  • Follow the progress of all investigations to ensure proper enforcement by ACOs is taken, and proper prosecution has resulted.
  • Handle media requests for Animal Control related stories.
  • Perform all other duties as assigned.

 

Qualifications 

  • Bachelor’s degree or equivalent in a departmentally related role.
  • Minimum 2 years of experience as an ACO.
  • Minimum 3-5 years of responsible leadership experience in management or supervisory positions.
  • Professional training in labor law collective bargaining.
  • Must have excellent inter-personal skills.
  • Self-starter with the ability to work independently.
  • Must have a good driving record, valid driver’s license and be able to provide proof of vehicle insurance.
  • Must be able to exercise independent judgment and make decisions.
  • Must be able to communicate clearly both verbally and in writing.
  • Must be able to handle stressful situations when dealing with the public.
  • Must be comfortable and skilled working with a culturally diverse staff and community.
  • Must show affection for animals, concern for their welfare and willingness to accommodate animals in the workplace.
  • Must be able to manage the emotional aspect of end-of-life services and humane euthanasia, and support employees in high-emotion circumstances.
  • Maturity, good judgment, professional manner, and personal appearance.
  • Must be considerate and respectful of all employees, volunteers and customers.
  • Must show compassion toward animals.
  • Proficient with Microsoft Office Suite.

 

Work Conditions

  • The noise level in the office environment is usually quiet, though barking or whining of animals may be escalated at certain times in certain areas of the building.
  • High exposure to animals whose reactions to the shelter environment cannot be predicted.
  • Temperatures in the shelter environment are varied, though usually moderate, and dependent on the season.
  • Potential exposure to zoonotic diseases and hazardous chemicals.
  • Ability to work around animals without severe allergic reactions.
  • As work may need to be done outside of the shelter, the employee may encounter environmental issues outside of our control such as fallen tree limbs, rainstorms, or snow/ice.  The employee occasionally works in high precarious places; when this occurs, the employee must report this immediately to their direct supervisor who will work to resolution.
  • Incumbent will be required to respond to emergencies after regular working hours and on weekends and must be willing to work an irregular schedule, which may include holidays, evenings, and/or varying hours, as assigned. Must be able to respond to emergency calls within thirty minutes.
