Nebraska Public Power District (NPPD) has an immediate opening for a Water Resources Advisor located at the Columbus General Office in Columbus, Nebraska.  Position closes November 30, 2024, at 11:59 p.m. Central Time. 

 

Position Summary

 

The incumbent is responsible for developing, recommending, and implementing cost effective strategies related to NPPD’s water assets, regulatory and license compliance (FERC, NDNR), state and federal water resource issues, legislation, and water resource utilization. Responsible for interaction with state, federal and local regulators, agencies, customers, and the public.

Education, Training and Experience

 

Bachelor's degree in a technical, sciences, biology, engineering, or business discipline plus 7 years of related experience as described below. Master of Science is desirable.

Related Experience:

 

Water operations and practices, water resources, hydrology, geotechnical, hydraulics and structures, State and Federal regulations and compliance, strategy development and implementation, Nebraska water law and appropriate process, public relations and legislative processes, customer service, business administration, biological and ecological processes, and/or dam safety engineering.

 

**Water Resources Advisor-NPPD's Dam Safety Program requirements: Bachelor of science degree in civil engineering from an ABET accredited university or college OR a Bachelor of science degree in civil engineering from a Non-ABET accredited university or college AND a professional engineering license, plus 7 years of related experience as described below. Master of Science is desirable.
 

Licenses and/or Certifications

 

Water Resources Advisor responsible for NPPD's Dam Safety Program: A Professional Engineer in Civil Engineering is a requirement of the Dam Safety Engineer responsibility.

 

Essential Duties & Responsibilities

 

Provide direction on FERC license and regulatory compliance including budgeting, planning, scheduling and daily decision-making. Direct and coordinate District support activities and consultants related to license and regulatory compliance issues.

 

Provide direction and perform as NPPD's dam safety engineer, oversee NPPD Dam Safety Program implementation. Provide strategic planning and management related to NPPD's water rights and water legislation, regulation, and administration issues. Consult as a subject expert in strategy development and negotiations with regulators and other involved parties.

 

Coordinate NPPD activities and develop strategies related to: 1) Platte River Basin - Cooperative Agreement and Platte River Recovery Program; 2) Missouri River Operation; 3) Integrated Water Supply and Management; 4) Central water planning, license compliance, and FERC Cost Allocation Agreement administration; 5) Water Resource activities related to instream flow and endangered species for applications before the NDNR and other state and federal agencies; 6) hydropower contract administration; 7) Environmental Account implementation ; 8) Cooperative Hydrology Study; 9) NPPD's water supply and water rights 10) Irrigation Strategies, contracts and rate support, 11) Dam Safety strategies, 12)Water Resources strategies and 12)Modeling and analysis.

 

Develop and maintain positive working relationships with the FERC, NDNR, USFWS, NGPC, NSHPO, other regulators & agencies, customers, interest groups, legislators, governor, congressional delegation, and the public.

 

Conduct risk assessments and investigative analyses related to functional area of responsibility to identify problems and implement appropriate solutions.

 

Participate in cooperative programs and provide testimony regarding legislative initiatives and public relations activities regarding NPPD water assets.

 

Develop reports and implement strategies at the direction of the Water Resources Manager.

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth. In addition to the base salary range listed below, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range.  Successful applicants will be provided more information regarding the incentive program at the time of an interview.

 

Pay Grade - 15 Monthly

Typical Pay Grade Starting Salary Range: $8,888.00  - $11,333.00

 

Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska)  Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
