The Manager of Energy Marketing is responsible for leading the 24x7 operations of the Energy Marketing team, which includes Day-Ahead and Real-Time Energy Marketers, a Senior Energy Coordinator and trainees. Accountabilities of this position include: assuring the requirements of OPPD's retail load and other wholesale energy obligations are met through financially beneficial transactions and generation operations; aggressively pursuing wholesale marketing opportunities in the Southwest Power Pool Integrated Marketplace (SPP IM) that enhance revenue and minimize risk; optimizing the value of OPPD energy resources through efficient generation operations; and ensuring Energy Marketing's compliance with FERC, NERC and SPP requirements to maintain a high level of reliability. This position helps establish OPPD as a regional energy marketer to enhance future business growth through positive interactions with external entities.
Energy Marketing serves the District as the authority for bulk power and energy supply transactions, scheduling energy production from OPPD's generating stations, and management of contracted energy resources. The production and trading of energy requires the Department to plan, manage, and schedule the receipt and/or delivery of bulk power and energy for both Real-Time and Day-Ahead operations and trading activities.
1. Build and maintain a competent and capable team of staff in alignment with OPPD's Accountable Management System (AMS) guidelines.
- Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff.
- Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc. (Completed Annually)
- Oversee and lead the development and implementation of IDPs for High Potential Skip-Level-Reports (SLRs). Ensure designed plans prepare the individual to successfully assume work/role(s) as a direct report either within organizational scope or across Departmental, Divisional, or Business Unit lines. (As Required)
- Develop and maintain a set of staff performance metrics and hold staff accountable for their performance.
- Reinforce, monitor and hold direct reports accountable for the effective application of OPPD's Leadership Framework Principles and Practices.
- Direct activities of staff to ensure reliable and economic supply of electric energy for District's customer-owners.
- Select, train, and motivate staff to effectively perform and fulfill Energy Marketing responsibilities. Manage and evaluate performance of staff and promote employee development.
2. Accountable to develop and implement plans and programs to achieve OPPD and Financial Services Business Unit strategic objectives and to deliver desired outputs from assigned KAs for direct reports.
- Develop and ensure the execution of energy marketing strategies in both the day-ahead and real-time markets, including optimization of energy, regulation, supplemental and spinning reserves committed in the SPP IM.
- Manage the efficient scheduling and communication of OPPD power supply resources, as well as load curtailment options, with SPP to obtain the most economical daily and hourly supply of bulk electric energy consistent with the accepted practices of the SPP IM Protocols, contractual agreements and coordinated operating procedures.
- Create timely reports summarizing market results and perform analysis to enhance trading strategies and operational effectiveness.
- Ensure Energy Marketing personnel are NERC certified, prepared for emergency situations, and perform in compliance with NERC, FERC, SPP, MRO standards and OPPD policies and procedures, resulting in reliable, safe and prudent operations of OPPD's generating fleet.
- Cross-train in other areas of Energy Marketing & Trading Division and facilitate cross training opportunities for direct staff.
- Interact with internal and external customers for process improvements that will enhance decision making for market strategies.
- Select, train, and motivate staff to effectively perform and fulfill Division responsibilities. Manage and evaluate performance of staff and promote employee development.
- Participate and represent OPPD in stakeholder groups/industry organizations to stay current on market rules, business practices, and policy changes and their impacts on OPPD and its customers.
- Participate in the development and administration of the Division's annual budget; provide a forecast of funds needed for staffing, equipment, materials, and supplies; monitor expenditures; implement adjustments.
- Provide assistance to the Director of Energy Marketing & Trading; recommend modifications to programs, policies, and procedures as appropriate.
- Adhere to Risk Management Policies and Procedures.
Required:
- Bachelor's Degree in Business, Engineering, Finance or related field.
- Extensive knowledge and experience in bulk power system operation, generation, transmission, power pool operation, and economic analysis.
- Knowledgeable in the operation of markets and the market instruments used to manage and mitigate operational and price risk.
- Knowledgeable in generating station operation, transmission system operation, accounting, and finance practices.
